It's hard to pick up in photos, but tenants had many complaints about the windows. They said the window frames were rotting or broken, and let in water when it rained and lots of cold air in the winter (which increased their heating bills). Several tenants told us the window glass was thin and broke easily - in one case when a bird flew into it. The time it took for the super to fix the broken glass ranged from days to weeks.
